AN ORDINANCE AUTHORIZING AND DIRECTING THE MUNICIPAL MANAGER TO ENTER INTO AN AGREEMENT WITH MEDICAL MUTUAL OF OHIO TO PROVIDE MAJOR MEDICAL INSURANCE, AND SETTING EMPLOYEE PORTION OF PAYMENT FOR SAID MAJOR MEDICAL INSURANCE, AND AUTHORIZING THE PAYMENT OF INSURANCE INCENTIVE FOR FULL-TIME EMPLOYEES; AND DECLARING AN EMERGENCY.

WHEREAS the Village Council is desirous of offering hospitalization, medical and major medical insurance coverage to full-time village employees; and

WHEREAS the Village Council has determined that several employees of the Village may have alternatives for obtaining hospitalization insurance; and

WHEREAS the Village Council desires to contain costs and reduce expenses where possible; and

WHEREAS the Village Council feels that by providing an incentive, certain employees may be encouraged to utilize alternative hospitalization plans.

NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE MUNICIPALITY OF SEBRING, MAHONING COUNTY, OHIO:

Section 1: That the Municipal Manager is hereby authorized and directed to enter into an agreement with Medical Mutual of Ohio to provide hospitalization, medical and major medical insurance for the full-time employees of the Village of Sebring commencing June 1, 2006.

Section 2: That effective June 1, 2006, the employees’ shall pay Ten Percent (10%) of the cost for the hospitalization, medical and major medical insurance from the employee’s pay every two weeks; no deduction will be made from a third payroll if three payrolls fall within a one-month period.

Section 3: That those employees who obtain alternative hospitalization, medical and major medical insurance shall receive One Thousand Two Hundred Dollars ($1,200.00) annually paid in equal monthly increments from the Village of Sebring as an incentive to obtain such alternative insurance. Those employees who elect to take the incentive must provide proof of alternative insurance coverage.

Section 4: That it is FOUND and DETERMINED that all formal actions of this Council relating to the passage of this Ordinance or adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees which resulted in such formal actions were made in compliance with all legal requirements, including those of section 121.22 of the Ohio Revised Code, all pursuant to Section 3.11 of the Charter of the Village of Sebring.

Section 5: That this Ordinance is hereby determined to be an EMERGENCY MEASURE necessary for the immediate preservation of the public health, safety and welfare of the citizens of the Municipality of Sebring, Ohio and for the further reason that the same is necessary to ensure timely hospitalization, medical and major medical insurance coverage for full-time village employees.
