AN ORDINANCE AUTHORIZING THE MUNICIPAL MANAGER TO ENTER INTO A RENTAL AGREEMENT WITH MAHONING COUNTY EDUCATIONAL SERVICE CENTER FOR SPACE AT THE F.A. COMMUNITY CENTER; AND DECLARING AN EMERGENCY.

WHEREAS the Village has been approached by Mahoning County Educational Service Center requesting a continuation of a previous rental agreement for space at F.A. Community Center to operate  early childhood program classrooms for the period July 1, 2007 through June 30, 2008; and

WHEREAS Village Council has determined that there is currently space at F.A. Community Center that is appropriate for use as early childhood program classrooms and would benefit the residents of Sebring if used as such; and

NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE MUNICIPALITY OF SEBRING, MAHONING COUNTY, OHIO:

Section 1:        That the Municipal Manager is hereby authorized to enter into a rental agreement in substantially the same as the rental agreement attached hereto, and incorporated herein, with the Mahoning County Educational Service Center for space at F.A. Community Center to operate an early childhood program classroom.
           
Section 2:        That it is FOUND and DETERMINED that all formal actions of this Council relating to the passage of this Ordinance or adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees which resulted in such formal actions were made in compliance with all legal requirements, including those of section 121.22 of the Ohio Revised Code, all pursuant to Section 3.11 of the Charter of the Village of Sebring.

Section 3:        That this Ordinance is hereby determined to be an EMERGENCY MEASURE necessary for the immediate preservation of the public health, safety and welfare of the citizens of the Municipality of Sebring, Ohio and for the further reason that the same is necessary to ensure the timely operation of the early childhood program.
