AN ORDINANCE AUTHORIZING AND DIRECTING THE MUNICIPAL MANAGER TO EXPEND FUNDS NOT TO EXCEED EIGHT THOUSAND DOLLARS ($8,000.00)  FROM STATE HIGHWAY FUND 203 FOR THE INSTALLATION OF A SIGN AT THE INTERSECTION OF STATE ROUTE 62 AND FIFTEENTH STREET; AND DECLARING AN EMERGENCY.

WHEREAS the Village of Sebring has historically had a directional sign marker located at the corner of State Route 62 and Fifteenth Street identifying the location of the downtown business district; and

WHEREAS said sign has been removed because of its age, structural condition  and safety hazard posed to those in the area; and 

WHEREAS price quotes have been received and reviewed by the Finance Committee of the Village Council for the costs involved in electrical lighting, landscaping and constructing a new sign to serve as a marker for the Village of Sebring.

WHERAS  the Village Council has identified Funds for this project within State Highway Fund 203 that my be used exclusively for improvements along or maintenance to State Route 62.

NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE MUNICIPALITY OF SEBRING, MAHONING COUNTY, OHIO:

Section 1:        That the Municipal Manager is hereby authorized and directed to expend funds not to exceed Eight Thousand Dollars ($8,000.00) for the installation of a sign at the intersection of State Route 62 and Fifteenth Street. 

Section 2:        That it is FOUND and DETERMINED that all formal actions of this Council relating to the passage of this Ordinance or adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees which resulted in such formal actions were made in compliance with all legal requirements, including those of section 121.22 of the Ohio Revised Code, all pursuant to Section 3.11 of the Charter of the Village of Sebring.

Section 3:        That this Ordinance is hereby determined to be an EMERGENCY MEASURE necessary for the immediate preservation of the public health, safety and welfare of the citizens of the Municipality of Sebring, Ohio and for the further reason that the same is necessary to ensure the timely installation of the sign.
