AN ORDINANCE AUTHORIZING THE MUNICIPAL MANAGER TO EXECUTE CONTRACTS FOR THE PURCHASE OF CHEMICALS FOR THE SEBRING WATER PLANT FOR FISCAL YEAR 2007; AND DECLARING AN EMERGENCY. WHEREAS the Sebring Water Treatment Plant uses chemicals to treat water for distribution; and WHEREAS bids were opened at 12:00 noon on Tuesday, November 21, 2006 for chemicals to be used at the Water Plant; and WHEREAS various companies submitted the lowest best bids for several types of chemicals necessary for the proper operation of the Water Plant. NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE MUNICIPALITY OF SEBRING, MAHONING COUNTY, OHIO: contracts Section 1: That the Municipal Manager is hereby authorized to enter into with the following companies for the purchase of chemicals for the Water Treatment Plant for fiscal year 2007: Company Name Chemical Type Cost Bonded Chemical Fluoride $20.00/ 100 lbs. Univar Chlorine $39.00/ 100 lbs. Sal ChemicalPolymer $ 1.42/ 1 lb. Bonded Chemical Carbon $62.45/ 100 lbs. Univar NaOH 25% load $ 8.65/ 100 lbs. Sal Chemical NaOH 50% load $12.00/ 100 lbs. Univar Aluminum Sulfate liquid $209.00/ dry ton Univar Delpac $16.95/ 100 lbs.
Section 2: That maximum amounts to be spent on the purchase of said chemicals shall be established by budgetary appropriation with the adoption of the fiscal year 2007 Municipal Budget. Section 3: That it is FOUND and DETERMINED that all formal actions of this Council relating to the passage of this Ordinance or adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees which resulted in such formal actions were made in compliance with all legal requirements, including those of section 121.22 of the Ohio Revised Code, all pursuant to Section 3.11 of the Charter of the Village of Sebring. Section 4: That this Ordinance is hereby determined to be an EMERGENCY MEASURE necessary for the immediate preservation of the public health, safety and welfare of the citizens of the Municipality of Sebring, Ohio and to provide for the necessary chemicals for the processing of safe drinking water for the residents of the Village of Sebring.
