A RESOLUTION AUTHORIZING THE PARTICIPATION IN THE WATER RESOURCE RESTORATION SPONSOR PROGRAM IN ASSOCIATION WITH THE WATER POLLUTION CONTROL LOAN FUND

WHEREAS the Village of Sebring Council seeks to improve its wastewater treatment plant through the construction of the by-pass elimination project; and

WHEREAS the Village of Sebring intends to apply for Water Pollution Control Loan Fund (WCPLF) funding for the construction of said improvements of the wastewater treatment plant; and

WHEREAS the Village of Sebring Council recognizes the importance of and supports the conservation and enhancement of natural resources such as the Trumbull Creek Gorge and North Morgan Swamp/Wilber floodplain wetlands and

WHEREAS  The Nature Conservancy, Ohio Chapter has proposed acquiring and protecting valuable water resources through the Trumbull Creek Gorge and North Morgan Swamp/Wilber floodplain wetlands project for a sponsorship amount not to exceed $750,000 (Seven Hundred Fifty Thousand Dollars).

WHEREAS the Village of Sebring Council intends to participate in the Water Resource Restoration Sponsor Program (WRRSP) in association with the WCPLF to assist The Nature Conservancy, Ohio Chapter in the acquisition and protection of the Trumbull Creek Gorge and North Morgan Swamp/Wilber floodplain wetlands project up to the aforementioned sponsorship amount. 

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE MUNICIPALITY OF SEBRING, MAHONING COUNTY, OHIO:

Section 1:        That the participation in the Water Resource Restoration Sponsor Program in association with the Water Pollution Control Loan Fund be and is hereby authorized.

Section 2:        That the proposed WRRSP project identified above is hereby included in said authorization.
           
Section 4:        That it is FOUND and DETERMINED that all formal actions of this Council relating to the passage of this Resolution or adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees which resulted in such formal actions were made in compliance with all legal requirements, including those of section 121.22 of the Ohio Revised Code, all pursuant to Section 3.11 of the Charter of the Village of Sebring.
