A RESOLUTION APPOINTING THE VILLAGE MANAGER AS THE DESIGNEE FOR CERTAIN COUNCILMEMBERS FOR PUBLIC RECORDS TRAINING COMPLIANCE AS REQUIRED BY HOUSE BILL 9. WHEREAS the Ohio General Assembly has passed House Bill 9 mandating that all elected officials or their appropriate designee obtain three hours of public records training via a curriculum approved by the Ohio Attorney General during each term served in elected office; and WHEREAS the office of the Ohio Attorney General will offer training sessions throughout the state to ensure that all elected officials or their appropriate designee are able to attend public records training to comply with the necessary provisions of House Bill 9. NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE MUNICIPALITY OF SEBRING, MAHONING COUNTY, OHIO: Section 1: That the Municipal Manager is hereby appointed as the official designee for the following Councilmembers during their current term of office for public records training compliance as required by House Bill 9: James J. Harp Charles R. Mercer Section 2: That it is FOUND and DETERMINED that all formal actions of this Council relating to the passage of this Resolution or adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees which resulted in such formal actions were made in compliance with all legal requirements, including those of section 121.22 of the Ohio Revised Code, all pursuant to Section 3.11 of the Charter of the Village of Sebring.
SECTION 2: That along with this certification the Municipal Manager be and he is directed to deliver to the Mahoning County Auditor a certified copy of this Resolution. SECTION 3: That this Resolution is hereby declared to be an EMERGENCY MEASURE, necessary for the immediate preservation of the public peace, health, safety and welfare; and for the further reason that said certification will enhance the collection of said delinquencies. WHEREFORE, this Resolution shall become effective immediately upon passage in accordance with the provisions of Section 4.08 of the Charter of the Municipality of Sebring. SECTION 4: That it is found and determined that all formal actions of this Council relating to the passage of this Resolution were adopted in open meetings of this Council; and that all deliberations of this Council and of any of its Committees; and of the Planning Commission, if necessary, which resulted in such formal actions were made in compliance with all legal requirements of the Ohio Revised Code, all pursuant of Section 3.11 of the Charter of the Municipality of Sebring. SECTION 5: Any notice authorized to be given under this Resolution shall refer to this Resolution by number and codification, when available.
